Generally speaking, Windows 8.1 comes reinstalled with many OEM drivers so a majority of drivers are already stored for most hardware. Certified driver for Windows 7, Windows 8, and Windows 8.1 are also available from Windows Update. Once Windows To Go is configured for a specific computer, all subsequent startups will load the necessary drivers quickly.
